Difference : All the best and Best of luck

'Best of luck' is what you tell someone when you have a belief in intangible elements like 'luck ', and to a minimal
extent, conveys a shadow of a doubt on the abilities of the
person in question.
'All the best' is a more neutral wish, when you hope/wish that the person you are wishing gets desirable results.

Keep in mind that 'Money can not buy you everything.'

Money can buy a house, but not a home.
Money can buy a bed, but not sleep.
Money can buy a clock, but not time.
Money can buy a book, but not knowledge.
Money can buy food, but not an appetite.
Money can buy you friends but not Love.
Money can buy position, but not respect.
Money can buy blood, but not life.
Money can buy insurance, but not safety.
So work on being a good, worthy, respecting and respectable person, so you can be rich for life.
